The dependable way to keep Cassandra, Vito, and Burke loyal is to give each of them additional districts, avoid repeatedly taking away rackets at sit-downs, complete their personal favor chains, and listen to their reaction after every award. Mafia III does not expose a simple loyalty meter or a universal betrayal number, so a balanced plan is safer than trying to calculate a hidden threshold.
Territory, earn, favors, and personal missions overlap, but they are not the same system. Knowing which one you are changing prevents accidental damage to a relationship.
Separate the four things an underboss tracks
Districts
The strongest visible commitment. Delray Hollow begins with Cassandra, River Row with Vito, and Pointe Verdun with Burke; six later districts are Lincoln's decisions.
Rackets and earn
Each district contains two operations. Their income unlocks associate perks and determines available kickback.
Favors
Territory choices can unlock equipment or services offered by that underboss. Earn milestones and assignment rewards should not be treated as one identical list.
Personal chapters
Optional missions reveal character history and matter for relationship achievements. New stages often wait for another district award.
Completing a side mission helps, but it does not make unlimited neglect safe. Likewise, temporarily assigning a racket does not equal giving the whole district if Lincoln later awards the district to someone else.
Use a three-round plan for a loyal coalition
After the three home territories, there are six contested districts. The simplest balanced route gives two more districts to each underboss, leaving everyone with three total. Decide the intended recipient before starting a district, then assign both rackets to that same person as you capture them.
At the sit-down, give the district to the planned holder. This prevents the public reversal where an underboss loses two businesses they believed were theirs. Rotate recipients rather than giving one person several districts in a row while another waits.
A practical sequence is a round of Cassandra–Vito–Burke, followed by a second round in an order that suits the perks you want. The exact district names are less important for loyalty than consistent awards, although their earn values affect how quickly associate milestones unlock.
Read reactions instead of chasing an invisible score
Visit all three leaders after a sit-down. Their greeting and conversation communicate satisfaction or resentment. A complaint after losing a racket is actionable evidence; an online chart claiming a precise hidden number is not visible in the game and may describe a different sequence.
The official manual states that territory raises wealth and loyalty and that every assignment disappoints the other two. The important distinction is degree: an underboss can tolerate not winning a particular district, but repeated exclusion or taking away prior rackets pushes the relationship toward revolt.
Keep a manual save before each sit-down. If a reaction shows the plan caused more damage than intended, you can replay one district decision rather than the campaign. Steam Cloud is synchronization, not a substitute for milestone backups.
Complete favors while they are available
Speak with Cassandra, Vito, and Burke after territory changes and follow the personal objectives in the journal. Their chains unlock in stages, so one completed mission does not mean the relationship story is finished.
Trafficking work for Emmanuel, Alma, and Nicki increases racket earn for Cassandra, Vito, and Burke respectively. Raising earn can unlock practical perks and improve kickback, but do not confuse these repeatable deliveries with the personal favor chapters required for Family.
Finish available character missions before the final contested districts. If someone has already rebelled, their remaining dialogue, favors, and services may be lost on that save.
Understand the achievement conflict
We’re in This Together and Family favor a coalition where all three underbosses survive and their relationships are developed. Just You and Me represents the opposite political route: only one underboss remains to rule beside Lincoln.
These goals are cleaner across separate playthroughs. On the loyalty run, distribute districts evenly and complete every available favor. On the one-underboss run, deliberately favor the chosen leader and accept the story consequences rather than trying to preserve everyone until the last moment.
Racket-boss achievements add another independent choice pair: recruit for The New Boss or kill for No Loose Ends. Plan both axes on paper so a district decision does not distract from the boss behavior required in that run.
Recover when an underboss is angry
If the character is complaining but has not revolted, award them the next district, keep both of that district’s rackets with them, and complete any available personal work. Do not promise a later territory by assigning its rackets and then reverse the promise at the sit-down.
If a betrayal mission has already begun, the campaign has crossed the consequence point. There is no neutral conversation that restores the relationship. Reload a save from before the damaging assignments if keeping all three is your goal; otherwise accept that the underboss and associated services will be removed.
When a favor chain appears stuck, confirm the underboss has received enough districts to open its next stage. Finish the current campaign conversation, leave the area, and return after the autosave. Verify files and replay the preceding checkpoint before attempting old save edits.
Pick perks without sacrificing the first run
It is impossible to maximize every earn-based reward simultaneously with an even final map, so choose which high-tier services matter. Vito’s health and combat support, Cassandra’s communications and arms benefits, and Burke’s vehicle-oriented support all become useful at different stages.
On a first playthrough, broad access is often better than one late reward. A balanced map keeps three service networks alive and preserves the richer ending choice. A later focused run can feed one underboss the highest-earn districts to reach a specific perk and satisfy the one-survivor route.
