Districts are the strategic layer of Mafia III: Definitive Edition. Lincoln does more than complete two rackets and defeat a lieutenant: he decides which underboss receives the captured territory, who benefits from its earn, and which organizational perks become reachable. A district walkthrough that stops at the gunfight misses the decision with the longest consequences.

This hub explains the territory cycle and the evidence to collect before a sitdown. The pilot’s district assignment guide then turns those facts into three usable distribution plans.

Read New Bordeaux as nine territories

Delray Hollow

Cassandra's starting base and the setting for early Haitian operations. It teaches the district loop at a smaller scale.

River Row

Vito's home territory, with waterfront and industrial routes that support his return to power.

Pointe Verdun

Burke's starting territory, defined by the Irish mob, close streets, and routes toward the bayou edge.

Six contested districts

Downtown, Tickfaw Harbor, Barclay Mills, Frisco Fields, Southdowns, and the French Ward become the assignable core of the middle campaign.

The first three are tied to recruiting the coalition. The remaining six are the meaningful distribution pool. This distinction matters when planning an even split: you are dividing later conquests on top of the underbosses’ established home bases.

Complete the two-racket ladder

Every contested district contains two income-producing rackets. Start by meeting the local contact and exposing targets. Wiretaps and informants reveal more detail, but the objective screen’s remaining damage is the definitive measure of progress.

Racket activities may include stealing cash, destroying stock, killing enforcers, or disrupting a service. The game usually offers choices beyond the minimum. Select targets that fit your loadout and location, then stop once the confrontation opens unless you want the remaining rewards.

After taking a racket, decide which underboss operates it. Once both rackets fall, the district’s lieutenant mission becomes the final campaign gate. The later sitdown assigns the entire district; it can reinforce or overturn the implied balance created by the two racket choices.

Know the six hostile leadership arcs

Downtown leads toward Tony Derazio, Tickfaw Harbor toward Frank Pagani, and Barclay Mills toward Enzo Conti. Frisco Fields is tied to Olivia Marcano and her circle, Southdowns to Tommy Marcano, and the French Ward to Lou Marcano. These arcs have different mission staging, but they share the same strategic outcome: a district must be handed to Cassandra, Vito, or Burke.

Do not use those names as a reason to rush blindly to a lieutenant location. Their finales unlock through the rackets and story steps. If a building is inaccessible or a target is absent, return to the two local objective chains and confirm that both have reached boss completion.

What an assignment actually changes

An underboss’s total territory influences earn and unlock progression through that organization’s associates. Rewards can include service improvements, weapon access, vehicle support, health or combat benefits, and convenience upgrades. The exact next benefit is shown in the game, so inspect it at the sitdown instead of relying on a static reward chart alone.

Assignments also affect loyalty. Continually favoring one person while reclaiming or denying territory to another can damage the coalition. A balanced player should track districts, not just individual rackets. A specialization player should understand that maximizing one reward path may create relationship costs elsewhere.

Racket control before the sitdown is useful context, not a guarantee that the same person must receive the district. Still, repeatedly handing temporary operations to one underboss and the final territory to another can create avoidable tension. Make the two levels part of one plan.

Choose a distribution philosophy

An even plan gives each underboss two of the six contested districts. It is straightforward to audit and supports a coalition-focused playthrough. The tradeoff is slower access to the deepest single-underboss benefits.

A reward-first plan prioritizes the next visible perk you care about. It can accelerate a specific service or combat advantage, but it requires careful monitoring of the other two leaders. Do not confuse short-term power with a consequence-free route.

A character-driven plan assigns districts based on narrative fit, prior promises, or the player’s reading of each neighborhood. That is valid, but write down the pattern. Six decisions spread across a long campaign are easy to remember incorrectly.

Prepare a district before the finale

Wiretap junction boxes that cover routes you will revisit. Collect enough fuses during normal missions rather than making a separate citywide sweep. Mark an arms-dealer refill point and bank carried cash before the lieutenant mission.

Keep a suitable car near the approach. Downtown and the French Ward can punish careless turns and police escalation; industrial districts favor clear escape lines but may contain heavier hostile positions. Scout the objective rather than assuming every district supports the same stealth entrance.

Complete any underboss favor whose reward you explicitly want before the sitdown, then make a manual save. This is a decision checkpoint, not an autosave you should trust to remain available indefinitely.

Troubleshoot a missing district finale

Check both racket status panels. One may have its damage threshold complete but still require the boss confrontation. Confirm that you recruited or killed each boss as intended and that the final conversation registered.

Return to the local contact or Donovan when the log requests it. Let the dialogue finish and watch for the autosave. If the district marker still does not appear, reselect the mission, restore map filters, and reload the last checkpoint. Verify files before using destructive save fixes.

The October 2026 official update included mission-progression fixes, so compare any forum workaround against the current build date. A method written for the original 2016 executable may no longer describe the same state.

District record to keep on a long playthrough

For each contested district, note the two racket recipients, final district recipient, next perk shown, and manual-save label. Also record whether the lieutenant finale and sitdown are complete. That small record answers nearly every later question about balance and loyalty.

Avoid recording speculative “loyalty points” unless the game exposes them. The player-visible evidence is territory distribution, dialogue warnings, favors, and available benefits. Decisions should be based on those signals.
